Introduction

NEOM, Saudi Arabia’s ambitious $500 billion megacity project, faces several significant and interconnected challenges that could impact its realization:


Financial Constraints


The immense scale of the project has led to severe funding difficulties. Although it was initially projected to cost $500 billion, current estimates have now far surpassed $1.5 trillion, raising alarm among investors and stakeholders. The Saudi Public Investment Fund (PIF), which is NEOM’s primary financier, is currently experiencing considerable financial strain, with its cash reserves reportedly at their lowest levels in years. This precarious financial situation has inevitably resulted in budget cuts and a series of project delays that could hinder progress.


Leadership and Management Issues


In a significant upheaval, NEOM’s CEO, Nadhmi Al-Nasr, was dismissed in November 2024 amid serious allegations of abusive management practices, including threats and intimidation directed at employees. His tenure was fraught with delays and controversies, leading to widespread concerns regarding the project’s leadership stability and the ability to navigate its enormous complexities effectively.


Human Rights Concerns


The aggressive development of NEOM has led to the forced displacement of approximately 20,000 individuals, particularly from the Howeitat tribe. Alarming reports have emerged indicating that some members of this tribe faced severe repercussions, including execution, for resisting eviction. These troubling developments raise serious human rights issues that cannot be overlooked and are drawing international criticism.

Technological and Logistical Challenges


NEOM's ambitious vision includes the implementation of advanced technologies such as flying taxis and robotic maids, many of which are currently not feasible or commercially available. Moreover, the project's innovative design, complicated by its location in a remote desert area, presents substantial logistical hurdles. Key challenges include the development of necessary infrastructure, effective resource allocation, and the integration of cutting-edge technology into a cohesive urban environment.


Environmental and Sustainability Issues

The construction of NEOM, especially “The Line,” a proposed 170 km linear city, raises critical environmental concerns. The substantial use of materials such as glass, steel, and concrete is expected to result in a significant carbon footprint, which conflicts with sustainability goals. Additionally, the project's mirrored exterior may pose unforeseen risks to local wildlife, particularly birds, as it interacts with their natural habitats.
